Not only could I not register DLL's, but IE6 would not browse and it kept launching multiple, frozen browser windows. have a reference to the file DWMApi.dll which is a file that is found only on Windows Vista. The actual solution was to uninstall IE7, but I just wanted to report this issue to the IE dev team.
